Higher Property Taxes, Teacher Cuts and Blame
http://www.nytimes.com/2011/03/13/us/13ttramsey.html?_r=1&ref=education
New York Times
Summary: The Texas Legislature is faced with billions in cuts to public education and is not quick to take credit.
By sheer numbers, you can cut without getting into the teaching ranks, but with almost two-thirds of the payroll going to teachers (51%) and their aides (10%), the state and local budgeteers may be forced into the classrooms.
It leaves an agitated taxpayer or parent (or both) in a quandary. In Texas’ split system, an awkward balance of state and local control and financing, it’s difficult to get an answer to the simplest question: who’s to blame?
Intended Audience: General Public
Key Points: 1) State resources for public education have dwindled.
2) So have local property taxes.
Relevance: Why am I doing this again?
